NURSING AMONG 11 NEW HEALTHCARE COURSES

Only six months have passed since its inception, but Parkway College is already beginning to make its mark as a provider of healthcare education

Yesterday, the college – a subsidiary of Parkway Education – launched 11 new courses in health sciences to train more manpower to meet increasing demand and cater to the growing healthcare-related needs of Singapore’s ageing population.

Standing out from the pack of four diploma and seven certificate courses is a diploma in nursing – the first such diploma run by a local private tertiary college to be accredited by the Singapore Nursing board.

Likewise, three other courses – in clinical governance, healthcare management and information technology (healthcare) – are among the first to be offered in Singapore with a heavy focus on healthcare application.

Parkway Education CEO Low Teck Seng said the college has an advantage over the two polytechnics that have nursing schools here, in that students can use Parkway’s hospitals and facilities for their attachments.

“When you want to train nurses, for instance, you need that clinical experience,” he told BT. “we also have the ability to have our doctors teach some of the courses, and this is a key selling point.”

Extra core modules in areas such as customer service management have been included to give students all-round training in today’s competitive environment, he said. Prof Low, a former principal of Republic Polytechnic, began work at Parkway on July 1 this year. He also chairs Parkway College’s academic advisory committee.

The diploma in nursing is expected to go some way to boost the supply of nurses in Singapore. As of 2006, there were 20,927 nurses here, with about a quarter of them coming from countries such as the Philippines and China.

Demand for nurses will soar when new hospitals in Novena and Yishun open in the coming years.

Parkway’s first batch of 120 students will begin classes later this year, and Parkway College CEO Nellie Tang expects the student population to grow to about 5,000 in five years.

Speaking at a ceremony yesterday to mark the launch of the courses, Mrs Tang said that by then, Parkway’s courses and range of offerings will cover almost the entire spectrum of health sciences, which will require an expansion of its city campus.

For now, classes will be taught at Parkway College’s existing premises at the former Housing Board HQ in Bukit Merah.

Prof Low said he wants to grow the college until it can stand toe-to-toe with the polytechnics in terms of quality and reputation.

어제 파크웨이 에듀케이션(Parkway Education) 자회사인 파크웨이 칼리지는 싱가폴의 노령인구가 증가함에 따라 헬스케어의 필요 인력들이 많아지고 있어 헬스케어와 관련해 11개의 새로운 과정을 만들었다. 학교과정은 4개의 디플로마와 7개의 자격증(Certificate) 있으며 그중에서 가장 두드러지는 것은 싱가폴 간호 협회에서 승인한 최초 사립학교 간호학 디플로마 과정이다.
마찬가지로 임상 지배구조(clinical governance), 보건경영과 보건정보기술과 같은 다른 세가지 과정도 헬스케어 응용에 초점을 두고 있다.
파크웨이 에듀케이션 (Parkway Education) CEO Teck Seng는 학생들의 소속감을 위해 파크웨이 병원과 병원 시설을 사용할 수 있다는 점에서 2개의 폴리테크닉 간호학교들 보다 더 유리한 점이 많다고 전했다.
또한 Teck Seng은 “ 예를 들어 간호사가 교육을 받을 시 임상경험이 필요할 때 파크웨이의 의사들이 수업을 직접 지도할 수 있는 부분이 우리 학교의 최대 이점이다” 라고 말했다. 2008년 7월 1일부터 파크웨이에 부임하였다. 파크웨이 칼리지의 교육 고문위원회의 의장으로 있는 Prof Low는 요즘과 같은 경쟁 사회에서 학생들의 경쟁력을 배양시키기 위한 방법으로 학생들에게 전면적인 교육을 제공하기 위해 고객서비스와 같은 서비스 관리 분야를 학교 과정 모듈로 포함시키고 있다고 말했다.
간호 디플로마 과정은 싱가폴의 부족한 간호사 공급을 높이는 데에 기여를 할 것으로 기대하고 있다.
2006년 간호사 20,927 명으로 기록 되었고 그들 중 4분의 1은 필리핀과 중국에서 온 간호사들이다.
곧 있으면 싱가폴의 Novena 와 Yishun 에 신규병원이 생김에 따라 간호사의 수요도 높아질 것으로 기대하고 있다. 파크웨이 칼리지가 내 놓은 새로운 과정의 참여하는 120명의 학생들은 올해 수업을 시작할 것이며 향후 5년 안에 5000 명의 학생들이 수업을 받을 것으로 예상하고 있다.

어제 신규 과정 축하 기념 행사에서 Mrs Tang은 파크웨이 과정들은 보건과학의 전체적인 스펙트럼을 포함 할 수 있어야 하며 동시에 캠퍼스의 확장도 필요하다고 말했다.

PARKWAY OFFERS 11 NICHE COURSES

For the first time, those interested in niche areas of healthcare, such as clinical governance, need not go overseas for their qualifications. This is thanks to Parkway Education launching a slew of such courses yesterday.

Among the 11 courses launched are several new to Singapore’s healthcare education landscape, such as the Diplomas in Information Technology and Healthcare Management and Advance Certificate in Clinical Governance.

The healthcare group will be pioneering the courses through its subsidiary, Parkway College which was launched in January.

With a healthy demand for nurses here, Parkway College will also be offering a Diploma in Nursing course that has been accredited by the Singapore Nursing Board.

This is the first private diploma course approved by the board. ParkwayHealth will sponsor up to 100 students out of the 120 in the first intake for this course.

Chief executive of Parkway College Mrs Nellie Tang said that nursing students of the school will not just be taught traditional nursing skills.

“We (will also) emphasise service excellence by attaching our students to six-star hotels such as the Ritz-Carlton Millenia,” she said.

Parkway College started the programme to cater to the growing needs of Singapore’s ageing population that will see an increasing demand of nurses, for which there is already a shortage.

Other approved nursing diplomas in Singapore are run by the Nanyang and Ngee Ann Polytechnics.

Parkway is also awaiting approval by the nursing board for its proposed advanced and specialized diplomas in perioperative nursing and critical care nursing.

One of Singapore’s biggest health-care providers has unveiled plans for the country’s first private diploma in nursing, which officials believe could help boost the supply of nurses here.

Parkway Holdings new school, Parkway College, plans to offer the course, starting in September, to 120 students. It has submitted the programme to the authorities for approval.

Mrs Nellie Tang, chief executive officer of the college, said last week that it was hard to put a figure on the shortage of nurses here but that they were a scarce resource worldwide.

“We are doing so to cater to our needs, and also the country’s,” she added, describing why the school started the nursing programme.

Parkway, which now has three hospitals, announced last month that it was setting up an upmarket private hospital in Novena, which will have 350 beds.

As of 2006, there were 20,927 nurses here. Mrs Tang said about 20 to 30 per cent of them hail from countries like China or the Philippines.

Health Minister Khaw Boon Wan, speaking at a nursing event last November, said there was growing student interest in nursing in the last few years. But he said Singapore would always be short of nurses.

Mrs Tang, who is also chairman of the Singapore Nursing Board, said the demand for nurses will grow when new hospitals such as Parkway’s and the Khoo Teck Puat Hospital open by 2011.

Coupled with a turnover of about 10 to 15 per cent for nurses here, many of whom head overseas to countries short of nurses, she believes there is room for another nursing school.

Currently, Nanyang and Ngee Ann polytechnics are the only schools which offer their own diplomas in nursing, producing around 1,000 graduates a year. The Institute of Technical Education (ITE) runs a National ITE certificate course in nursing, while the National University of Singapore offers a degree in nursing.

Professor Low Teck Seng, principal of Republic Polytechnic who chairs Parkway College’s academic advisory committee, said: “ What we have set out to establish is an institution which has quality and integrity benchmarks equal to those of the polytechnics in Singapore.”

To ensure standards are up to par, doctors from Parkway have been roped in to lend their expertise. Nursing students at the school will be able to go on attachments at Parkway’s hospitals.

Run out of the former Housing Board headquarters in Bukit Merah, the school will have facilities such as lecture halls and nursing skills laboratories, officials said.

The school plans to charge $12,000 a year for the nursing diploma, compared to subsidized fees of about $2,200 per year at the polytechnics.

Besides nursing, the school also plans to offer diploma courses in areas like social work, psychology, health-care management and occupational therapy. On the cards are also certificate courses in areas such as infection control.

With an ageing population, there is also a rising need for health-care workers in these areas, said Prof Low.

“Worldwide, there’s a shortage of health-care workers. The establishment of this college not only contributes to the training of professionals in the health-care sector but is also an opportunity for Parkway to establish a new business.” He added.

싱가폴 간호 협회의 의장으로 맡고 있는 Mrs Tang은 2011년 파크웨이 Novena 병원 뿐만 아니라 Khoo Teck Puat 병원이 새로 오픈됨에 따라 간호사의 수요가 더 증가할 것이라고 말했다.
간호사의 이직률이 10~15% 정도 됨과 동시에 많은 간호사들이 간호사가 부족한 해외국가로 많이 옮겨감에 따라 또 다른 간호학교를 세울 여지를 두고 있다.

현재 Nanyang 과 Ngee Ann 폴리테크닉만이 간호 디플로마를 운영하고 있고 1년 1000의 졸업생을 배출하고 있다. NUS 가 간호 디그리 (Degree) 를 운영하는 반면에 The Institute of Technical Education (ITE) 는 간호사 자격코스(Certificate)를 운영하고 있다.

Republic Polytechnic 의 교장으로 있는 교수 Low Teck Seng는 파크웨이 칼리지의 교육 고문 위원회 의장으로서 “싱가폴의 폴리테크닉과 견주는 수준 높고 명성있는 교육기관을 설립하는 것이다”라고 전했다.
기준에 미치기 위해서 파크웨이 의사들의 교육과정에 참여할 것이며 간호 학교 학생들은 파크웨이 병원에 취업할 수 있는 기회도 있다.

 

Bukit Merah의 Housing Board 본부가 있었던 곳에 위치한 학교는 강의실, 간호기술 연구실 등을 더 확장할 예정이다.
폴리테크닉이 1년 $2,200 의 보조금을 지원하는 반면에 파크웨이는 간호학 디플로마 과정에 1년에 $12,000를 지원할 것이다.
간호학 뿐만 아니라 사회복지, 심리학, 보건복지 및 작업치료와 같은 분야의 디플로마 과정과 감염 조절 분야의 자격증 과정도 계획하고 있다.

인구 노령화 현상과 함께 헬스케어 분야의 인력 수요도 늘어날 것으로 예측된다.
세계적으로 헬스케어 인력이 부족한 시점에 파크웨이대학은 헬스케어 분야의 전문교육에 기여하는 것 뿐만 아니라 파크웨이의 새로운 사업성장에 기여하고 있다.
